I believe that quantum effects are at work here. Whenever I'm on the streets or in the tube I look around and think "Ergh, people! Impolite bastards! Badly dressed, loud, annoying masses!". But when I then look at them individually, I think "Oh, that appears to be a lovely person. And that. And that. And that." Different methods of measuring, different results.
