We're obviously talking bout different UN's. The one I'm talking about said to Americans you can't go to war with Iraq, and stopped the chinese testing their missle that could leave the atmosphere.

Well Britain, France, Italy and Japan were The Big Four; and so 'at the top'. Germany, Russia and America, however, were 'relegated' due to their war guilt, Bolshevism and self-isolationism respectively. In 1926, however, with Stresemann having taken over as 'manager' a while previously, Germany were allowed to join the League and elected to join The Big Four 'at the top'-forming The Big Five.
Oh god I feel ridiculously nerdy...
