I think you'd be foolish to let the site's technical issues stop you entering. This competition's prize is a credit in Loaded. And, a likely contact at Loaded. Even if you're a sitcom writer, a producer will be more inclined to read your work if you have credits, whatever they are. You might have previous credits, but i can't see the harm in another! Hmmmm, maybe you're cunning plan is to put off the competition !?

There's a very good "posh tramp" cartoon in this month's Private Eye, where a woman is scolding the tramp and telling him not to waste her donation on booze and drugs, so he promises to spend it on "a rocket and parmesan salad".
NB I have just realised this could be construed as an accusation of plagiarism, it is no such thing. Comedy tramps are always funny, especially Sir Digby Chicken-Caesar. (Possibly not Charlie Chaplin though.)
